Perpetuals.com files SEC notice for tokenized US stock venue as OKX-ICE issuer objections rise to 16 companies
Nasdaq-listed Perpetuals.com becomes second firm to pursue SEC tokenized stock exemption while OKX-ICE faces growing issuer opposition.
Why it matters
The growing issuer pushback tests whether third-party tokenized stock venues can operate without issuer consent under the SEC's temporary framework. With 16 major companies now objecting, the available stock universe for OKX-ICE's planned 24/7 marketplace shrinks significantly, potentially limiting liquidity and institutional adoption.

What happened
Perpetuals.com, led by former FTX Europe CEO Patrick Gruhn, filed a notice to operate a tokenized securities venue under the SEC's five-year innovation exemption, following OKX-ICE's earlier proposal. OKX-ICE, a joint venture between crypto exchange OKX and NYSE parent Intercontinental Exchange, has seen formal objections climb from nine companies on October 15 to 16 by October 19. The initial objectors included Broadcom, Verizon, UnitedHealth Group, CoreWeave, AppLovin, Applied Digital, Rocket Lab, Applied Optoelectronics, and Cerebras Systems. The updated notice adds Microsoft, Alphabet, Goldman Sachs, Qualcomm, Caterpillar, McDonald's, and Western Digital. Nasdaq separately stated it would opt its own shares out of the framework. Under SEC rules, issuers receive written notice and a 30-day window to object to third-party tokenization of their shares. OKXICE co-chair Andrew Cuomo characterized the objections as expected hesitation rather than fundamental opposition.
